To be able to speak in English, students need a lot of exposure to English. So a lot of listening comprehension exercises might help in getting them started.

I think it would be better to teach a course that would later be useful for the students to get through IELTS or TOEFL tests. In this way you would also be able to assess the quality of your course through an external evaluation. The additional advantage is the free materials available online that you can use in your classroom.
